How the Tax Is Calculated

The statutory chain, applied to your invoice price.

This calculator estimates the tax on a domestically purchased vehicle using the VAT-exclusive purchase price (invoice ÷ 1.13). Imported vehicles can use a different taxable-price calculation based on the customs value plus customs duty and consumption tax — this page does not cover imports; confirm the figure with the tax bureau.

How China's Vehicle Purchase Tax Works

The vehicle purchase tax (车辆购置税) is a national tax levied when a taxable vehicle is first acquired and registered. Its rules come from the Vehicle Purchase Tax Law of the People's Republic of China, in force since 1 July 2019, which fixed the rate at 10% and defined the taxable value as the full price actually paid to the seller — excluding VAT. Because domestic vehicle sales carry 13% VAT, the tax base works out to the invoice price divided by 1.13, and the tax itself lands at roughly 8.85% of the sticker number. On a ¥150,000 invoice, that is about ¥13,274.

It is a one-time levy. The tax is paid once, when the new vehicle is registered in the buyer's name — it is not an annual tax, and buying a vehicle that has already been registered does not trigger it again. The law requires the purchaser to declare and pay within 60 days of the purchase date, which in practice the dealer usually handles alongside registration. The tax applies to the taxable vehicle categories set out in the law (cars, motorcycles, trams, lorries and buses); this calculator models the ordinary case of a domestically purchased passenger car.

    Imported Vehicles

For vehicles imported for personal use, the law sets a different taxable value: the customs duty-paid price plus customs duty and consumption tax. Those components vary by vehicle (engine size drives the consumption-tax bracket, for example), so this calculator does not model the imported route — importers should treat the statutory formula, not a sticker division, as their starting point and confirm the figures with customs and the tax bureau.

    NEVs Pay Differently

New energy vehicles — battery-electric, plug-in hybrid and fuel-cell models listed in the official MIIT catalogue — are not taxed at the plain 10%. Qualifying NEVs purchased in 2024–2025 were fully exempt (with a cap), and purchases in 2026–2027 pay half the standard tax (with the reduction capped). The dates, caps and eligibility conditions have their own dedicated tool: the China EV Purchase Tax Calculator.

    What This Calculator Estimates

    • The statutory chain — invoice price → VAT stripped out at 13% → taxable value → 10% rate → tax payable.
    • Scope — a new, domestically purchased vehicle registered for the first time.
    • Not included — NEV relief (separate calculator), imported-vehicle bases, and any local fees or dealer service charges.

    Frequently Asked Questions

Why is the tax about 8.85% of the invoice price, not 10%?

The statutory 10% applies to the taxable value, which excludes the 13% VAT embedded in the invoice. Dividing the invoice price by 1.13 strips the VAT out, so 10% of that base equals roughly 8.85% of the sticker price.

Do I pay purchase tax again when I buy a used car?

No. The purchase tax is a one-time levy on the first registration of a new vehicle. When an already-registered vehicle changes hands, it does not trigger purchase tax again (transfer fees are a separate matter).

When does the purchase tax have to be paid?

The purchaser must declare and pay within 60 days of the purchase date. In most dealer sales the dealership collects the tax and completes the declaration as part of registering the vehicle for you.

Does this calculator cover imported cars?

No. Imported vehicles use a different statutory taxable value (customs duty-paid price plus customs duty and consumption tax), which depends on the specific vehicle. Use the statutory formula and confirm with customs and the tax bureau.

Is the vehicle purchase tax the same as the annual tax?

No. The vehicle purchase tax is a one-time tax at first registration. It is separate from any recurring vehicle and vessel tax (车船税), which is an annual levy on vehicle owners.
