China EV Purchase Tax Calculator CNY

By Chuck, Finance Atlas — Updated October 2026

Estimate the purchase tax on a new energy vehicle in China under the published relief periods: exemption (2024–2025, capped) and half-rate (2026–2027, capped), keyed to your invoice date and the MIIT catalogue.

¥
¥50,000¥1,000,000

Enter the full price on the motor-vehicle sales invoice, including VAT.

The relief period is set by the date on your motor-vehicle sales invoice (机动车销售统一发票开具日期).

MIIT Catalogue Status
Reliefs apply only to qualifying new energy vehicles (battery electric, plug-in hybrid or fuel cell) that appear in the official MIIT catalogue. Not every electrified vehicle qualifies — a conventional (non-plug-in) hybrid does not, and catalogue listings carry technical requirements. Confirm your model's status with the dealer before relying on the reduced figure.

How the Estimate Is Built

The statutory chain plus the relief period your invoice date falls in.

NEV Purchase-Tax Relief, Period by Period

New energy vehicles do not pay the plain 10% purchase tax — if, and only if, they qualify. The relief comes from announcements by the Ministry of Finance, the State Taxation Administration and the Ministry of Industry and Information Technology, and it is explicitly time-boxed. The periods implemented in this calculator are:

    • 1 January 2024 – 31 December 2025: qualifying NEVs were exempt from vehicle purchase tax, with the exemption capped at ¥30,000 per passenger vehicle.
    • 1 January 2026 – 31 December 2027: qualifying NEVs pay half the standard purchase tax (effectively 5% of the taxable value), with the reduction capped at ¥15,000 per passenger vehicle.
    • Beyond 31 December 2027: no further relief has been announced at the time of writing. The calculator shows the full 10% for later dates and says so — check for policy updates rather than assuming an extension.

The technical requirements for the 2026–2027 catalogue were tightened by an MIIT/MOF/STA announcement in late 2025, so a model that qualified under the 2024–2025 catalogue is not automatically qualified under the newer one. That is another reason the calculator never assumes eligibility: you tick the catalogue box only after confirming your specific model and purchase window.

The Purchase Date Is the Invoice Date

Which period applies is determined by the date the motor-vehicle sales invoice is issued — not the registration date and not the deposit date. This matters at the boundaries: a car invoiced on 28 December 2025 qualifies under the exemption period; one invoiced a week later, on 4 January 2026, falls under the half-rate rules. If your delivery straddles a period boundary, the invoice date is the single fact that decides it.

    How the Cap Works

The caps bite on expensive vehicles. In the 2026–2027 period a ¥150,000 NEV owes about ¥6,637 — half of its ¥13,274 standard tax, comfortably under the ¥15,000 cap. A ¥1,000,000 NEV would owe ¥44,248 at half-rate, but the reduction is capped at ¥15,000, so it pays about ¥73,496. The same logic applies to the 2024–2025 exemption: below roughly ¥339,000 of invoice price the tax simply disappears; above it, the buyer pays the excess over ¥30,000.

    Who Actually Qualifies

Three conditions, all of which must hold: the vehicle must be a new energy vehicle in the statutory sense (battery electric, plug-in hybrid, or fuel cell); it must appear in the official catalogue of NEVs granted purchase-tax reduction or exemption; and the invoice date must fall inside a relief period. Conventional hybrids are not NEVs. Vehicles sold in battery-swap arrangements may have special rules about the declared price — confirm those with the dealer and the tax bureau rather than assuming the sticker price is the base. Where any condition fails, the standard 10% applies, and that is exactly what the calculator shows when the catalogue box is unticked.

    Frequently Asked Questions

Is every electric vehicle in China exempt from purchase tax?

No. Relief depends on the vehicle appearing in the official MIIT catalogue of NEVs granted purchase-tax reduction or exemption, on it being a true NEV (battery electric, plug-in hybrid or fuel cell), and on the invoice date falling within a relief period. Conventional hybrids do not qualify.

What does an NEV cost in purchase tax in 2026 and 2027?

Qualifying NEVs purchased between 1 January 2026 and 31 December 2027 pay half the standard purchase tax — effectively 5% of the VAT-exclusive taxable value — with the reduction capped at ¥15,000 per passenger vehicle. The full exemption applied to 2024–2025 purchases, capped at ¥30,000.

What happens after 31 December 2027?

No relief has been announced beyond that date at the time of writing. The calculator therefore shows the full 10% tax for later invoice dates and flags it. Check the latest MOF/STA announcements before relying on any figure past 2027.

Which date decides the relief period — deposit, invoice or registration?

The date the motor-vehicle sales invoice is issued (机动车销售统一发票开具日期). An NEV invoiced on 28 December 2025 gets the exemption treatment; the same car invoiced on 4 January 2026 falls under the half-rate period.

    Why is the reduction capped?

The relief announcements cap the benefit per passenger vehicle — ¥30,000 of exemption in 2024–2025, ¥15,000 of reduction in 2026–2027 — so expensive EVs still pay most of the standard tax. The calculator applies the caps automatically.
