How This Comparison Works — and Where It Stops
A cost-of-living comparison is only as honest as its weakest number, so this calculator is built around a simple rule: a figure is either official — published by a statistics office, regulator or operator, with the date it was checked — or it is yours. Where an official anchor exists, the field offers it as a one-click chip carrying its source and date: Switzerland's FSO average four-room rent and BAG average adult health premium, Liechtenstein's average adult premium, Tbilisi's tariff-verified utility stack and GEL 40 transport cap, Dubai's Salik toll commute, Panama's MEF family food basket and Metro commute. Where no official statistic exists, the field says so plainly and the maths waits for your research. Nothing in between.
The comparison itself is deliberately boring arithmetic: each market's six budget lines are summed in that market's own currency, converted at the exchange rate you enter, and differenced. The exchange rate is yours because no static rate survives contact with a real market — the only reference rate quoted anywhere on this page is dated (GEL 2.5992 per US dollar, National Bank of Georgia, 31 October 2026). Switzerland and Liechtenstein share the Swiss franc, and Panama's balboa is pegged 1:1 to the US dollar, so those pairs need no conversion at all.
One derived line is computed for you rather than asked of you: Dubai's housing fee, 5% of annual rent billed monthly through the DEWA bill, is calculated automatically from the rent you enter — and flagged so you do not also type it into the utilities field. It is the most commonly forgotten recurring cost in Dubai relocation budgets.
City-level or national? Every anchor says
Mixing scopes is how comparisons mislead, so each anchor states its scope. Switzerland's rent and premium figures are national averages — cantonal variation is wide, and the Swiss guide's canton table is the tool for that precision. Dubai's figures are city-level within the UAE; Abu Dhabi and the other emirates differ. Georgia's utility tariffs and transport cap are Tbilisi-specific — regional towns run cheaper — and the wage gap between Tbilisi and the regions is structural. Panama's food basket covers the districts of Panamá and San Miguelito, with the rest-of-urban figure (B/.343.81) lower. Read the scope note under each market's name before trusting any total.
What this calculator cannot do
It cannot tell you what you will pay for rent in Tbilisi, Dubai or Panama City, because no official statistic exists for any of them — commercial listing trackers are market snapshots, not official averages, and this site labels them as commercial wherever they appear. It cannot fetch a live exchange rate, and it deliberately does not imply that it can. It does not model one-off relocation costs (deposit, Ejari, flights, visa fees) — those belong in the relocation budget calculator that follows in this section's rollout. And it is a comparison of budgets, not of living standards: two totals that match say nothing about what a franc, a dirham or a balboa buys in quality of life, healthcare access or safety-net depth.

| UAE — transport | AED 277/month Salik commute | RTA Salik tolls (AED 6 peak / AED 4 off-peak, 5% VAT from 1 June 2026) | Dubai, computed example — two gates twice daily, 22 working days |
| UAE — housing fee | 5% of annual rent, billed monthly | Dubai Municipality (via DEWA bill) | Dubai, in force — computed from your rent input |
| Georgia — utilities | GEL 66.74/month utilities stack | Telmico, Tbilisi Energy, Georgian Water and Power tariffs | Tbilisi, tariffs from 1 April 2026 — electricity 200 kWh GEL 44.05 + gas 30 m³ GEL 16.19 + water 8 m³ + 1-person fee GEL 6.50; with the GEL 40 transport cap the verified fixed stack totals GEL 106.74 (guide publishes ~106.75) |

| Panama — transport | USD 15.40/month Metro commute; MiBus alternative USD 11.00 | Panama Metro and MiBus published fares | Panama City, computed example — B/.0.35 × 2 × 22 (Metro) or B/.0.25 × 2 × 22 (MiBus trunk) |
| Reference FX | GEL 2.5992 per USD | National Bank of Georgia | 31 October 2026 — dated reference only, never a live default |
All anchors were checked 1-2 November 2026 against the sources named above, and are the same figures published in the five country guides of this section. Figures move — the MEF basket is monthly, Swiss premiums are annual, Tbilisi tariffs reset periodically. The date on each chip is the date it was verified here.
Frequently Asked Questions
Which numbers in this calculator are official statistics?
Every clickable anchor chip is either an official published figure or arithmetic on official fares and tariffs, and each one states its source and check date: Switzerland's FSO average four-room rent (end-2024) and BAG average adult health premium (2026), Liechtenstein's average adult health premium (2026), Dubai's Salik toll commute (computed from RTA tolls in force), Tbilisi's verified utility stack and GEL 40 monthly transport cap (tariffs from 1 April 2026), and Panama's MEF official family food basket (July 2026) and Metro commute. Everything else — rent in Liechtenstein, the UAE, Georgia and Panama, groceries in Switzerland, Liechtenstein and the UAE — has no official statistic, so you enter your own number.
Why do I have to enter my own rent and groceries?
Because no official rent average exists in Liechtenstein, Dubai, Georgia or Panama, and neither Switzerland, Liechtenstein nor the UAE publishes an official grocery basket. Publishing invented averages would mislead you, so those lines are deliberately left to your own research — the notes under each field tell you what the verified guides say and which commercial trackers exist.
What exchange rate does the calculator use?
Yours. The calculator never fetches live exchange rates — you enter the rate you can verify today, so the comparison reflects reality rather than a stale or invented number. Switzerland and Liechtenstein share the Swiss franc and Panama uses the US dollar, so those pairs need no conversion. The only reference rate quoted on this page is dated: GEL 2.5992 per US dollar, National Bank of Georgia, 31 October 2026.
Is the data city-level or national?
Both, and each anchor says which. Switzerland's rent and premium figures are national averages while actual rents vary widely by canton; Dubai figures are city-level within the UAE; Georgia's utility tariffs and transport cap are Tbilisi-specific and regional towns are cheaper; Panama's food basket covers the districts of Panamá and San Miguelito. The scope note under each market's name states the level before you enter anything.
Is my budget information sent anywhere?
No. Everything runs locally in your browser. Nothing you type is transmitted, stored or logged.
